about the certified anti-terrorist / force protection specialist program

The Certified AT/FP Specialist (CAPS) Course is a 15-day static security course that has been approved by the US Department of Veterans Affairs for GI Bill ® funding. The CAPS program is ideal for individuals wishing to break into the static security or law enforcement industry by receiving the training and certificates in numerous security and LE and security related subjects, skill sets and equipment. Tuition for this course not only covers the training and equipment but also all state fees including live-scan charges. In addition to the multiple certificates earned during the course, we have included a 4-day Anti-Terrorism/Force Protection module designed and delivered by US Government certified AT/FP program managers and lead instructors. This course is open to military and civilians.

If students complete the necessary coursework and pass the required tests and certification requirements, students will receive a California guard card, exposed firearms permit, a baton permit, and a concealed weapon permit from the states of Utah and Florida (you will not be able to carry a concealed weapon in CA). Students will also receive four days of specialized training in anti-terrorism and force protection, as well as ICS-100, ICS-200 and IS-700 FEMA training certificates. Students will receive a Certificate of Accomplishment from MiraCosta College.

Career Paths

There are numerous openings for course graduates as an executive protection agent, corporate security professional, event security officer, or a private security contractor. Graduates may also want a job in sensitive facility security, armed patrol, VIP/celebrity security, or estate protection.

meet your instructors

Keiko Arroyo

Keiko Arroyo is a training specialist in the areas of private security, executive protection, firearms and anti-terrorism. Mr. Arroyo has protected professional athletes, corporate executives and their estates as well as training high threat security personnel to operate in non-permissive environments. As a former U.S. Marine weapons instructor and a contracted Anti-terrorism Force Protection lead-instructor for the US Government, he has shared his knowledge with thousands of students. He is a certified firearms, and law enforcement tactics instructor and has worked and trained in the security field for over 20 years.

Chris Cluff

Chris Cluff started his protection career protecting corporate clients in the Chicago area and is an executive protection medic with operational experience in Iraq, Afghanistan, Bosnia, Colombia and domestically. Mr. Cluff is also a certified DOD Anti-Terrorism/Force Protection Instructor, Levels 1 and 2. He is a nationally registered paramedic and advanced tactical practitioner, Illinois State licensed paramedic with numerous specialty care endorsement. Mr. Cluff is a certified Tactical Combat Casualty Care instructor (NAEMT).

Douglas Collier

Douglas Collier has worked at the County of San Diego Marshal’s office, City of San Diego Police Department, Riverside County District Attorney’s office, and was in the International Police Program in Afghanistan. With over 28 years of investigative experience, he has developed and conducted training in multiple areas such as street gangs, narcotics, and intelligence. He has been to over 40 trainings, received eight commendations, and holds multiple certificates from San Diego, Riverside, Sacramento, Orange County and Los Angeles.
